Sealed bids will be received at the following address until  2:00 p.m. on Thursday, April 13, 2022,

at which time they will be publicly opened and read aloud:

The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to:

The Contractor will furnish and install a grade crossing warning device system at the Railroad’s NYS Route 209 grade crossing (USDOT Inventory #917860G) inclusive of signal enclosure, approach track circuitry, flashing light signal & gate assemblies as a Base Bid Project.  An Add-Alternate Bid is requested for timber cross tie replacement and track lining and surfacing along 250 feet of either approach to the crossing.

A pre-bid meeting for this contract will be held on Wednesday, March 23, at 1:00 pm at the

All questions related to this project shall be directed to the project Engineer, Carl W. Rode PE at the below address, preferably via email.

  • DBE Goals for this project are: 0%.
  • New York State Prevailing Wages are NOT required for this project.
  • Railroad Protective Liability Insurance of $6M/$2M is required for this project.
  • Bid bond security 5%

Documents will be emailed to prospective bidders upon receipt by C&S Engineers, Inc. of the following:

All bids must be made on the official Bid Form and Bid Summary Form or an exact copy by reproduction thereof and enclosed in a sealed envelope.  This is a unit price bid as described in the Instructions to Bidders. No Bidder may withdraw their bid within forty five (45) calendar days after the actual date of the opening thereof.

The successful Bidder will be required to furnish construction performance and payment bonds in the full amount of the contract price. The Bidder will also have to supply proof of insurance (by a State Licensed Insurance Carrier(s)) as specified in the Project Manual including Railroad Protective Liability Insurance.

The successful bidder will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 21, 1968 and published in the Federal Register (41CFR Part 60-1, 33 F.2 7804).

Owner reserves the right to reject any and all Bids, to waive any and all informalities and the right to disregard all nonconforming, non-responsive or Conditional Bids.
